The condition cannot be a facutal one-time past event.

C.f., たら／だら vs. ば

• Single factual past event
  ケネディ(J. F. Kennedy)が1963年に{しんだら／しねば}、ジョンソン(L. Johnson)がアメリカ大統領 (だいとうりょう = President)になった。
  Hint: J. F. Kennedy died in 1963.
  
  Answer:
  ○「しんだら」； × 「しねば」
  「しねば」is wrong, because we all know that J. F. Kennedy indeed died in 1963, which factual event by definition cannot be hypothesized.
  ("*If/Suppose Kennedy died in 1963...".)

• c.f., Repeated events
  アメリカでは大統領が{しんだら／しねば}、いつも副大統領 (ふくだいとうりょう = Vice President)が大統領になった。
  
  Hint: Several US Vice-Presidents took over the position of the deceased Presidents, according to what the U.S. Constitution prescribes.
  
  Answer:
  Both conditionals are OK. This sentence is about historically repeated events (i.e., a president's death), which can be generalized in terms of condition (hypothesis) - consequence.

4. More Examples:

肉が安ければ、買ってきてください。

もしシドニーがもっとさむければ、観光客（かんこうきゃく＝tourist）はこんなにたくさん来ないだろう。

5. Variation: 〜ばいい = suggestion ("you might...")

おなかがすかない時は、スポーツをすればいい。
